The plans were announced by the European Commission on 16 July as part of its proposal for the EU’s next long-term budget, the so-called Multiannual Financial Framework (MFF).

In its MFF proposal, the Commission has proposed a new “own resource” for its budget, based on the amount of electrical and electronic equipment (e-waste) in each Member State that is not collected annually. The contribution would amount to EUR 2 per kilogram of so-called uncollected e-waste. Orgalim believes this measure will add regulatory complexity while doing little to improve the quality of recycling or contributing to the circular economy. We note that companies already take a financial responsibility in this area through the Waste of Electrical and Electronic Equipment (WEEE) Directive that make producers responsible for the entire life cycle of their products, including waste collection and recycling.
