How to reform EU public procurement rules to make them a driver of industrial innovation, resilience & success

The upcoming EU public procurement reform is a unique opportunity to further simplify, align and harmonise public procurement procedures across the EU. When reformed in this way, EU public procurment rules will act as a structural driver of industrial competitiveness, resilience, and innovative power. 

Our industries strongly oppose the intention of the Commission to include provisions on public procurement in the upcoming Industrial Accelerator Act (IAA) that is expected by the end of 2025, and thus before the publication of the future legislative proposal for the revision of the general EU public procurement framework (expected Q2 2026). Orgalim believes that this creates a risk of regulatory overlap (double regulation and/or contradictory requirements) at a time when simplification and coherence of EU rules should be pursued as a matter of priority. We call on the EU to complete the revision of the general EU legislative framework on public procurement first and assess the need for further sectoral legislative interventions specifying requirements in certain areas in a subsequent, later step. Therefore, we strongly believe that the IAA should not include any provisions on public procurement.
